Just not in a language understood by anyone but C3PO, and there's an astromech-to-text function in Luke's (presumably, every starship) X-wing. R2D2 whistles and beeps, and either C3PO translates for us, or Luke reads from his console.
Presumably this technology can't be installed in R2D2 himself, for some reason.
