US keyboard is weird. No £ symbol, for one thing. And, as you've found, it's very difficult to type accented vowels, even though 35 million people in the US speak Spanish as a first language. And swapping round " and @ is just plain confusing...
You mean you use Shift+' to get @ and Shift+2 to get "? How is that not confusing?
