I have always wondered something and was hoping someone smart enough could help me. Let's say you owned a gigantic portion of land somewhere in the US. You want to start a city but you have grown weary of the world. So you decide that only certain people can live in your city. For instance, you only want families that make so much money, no convicted felons, no homeless people, etc.

So the question: Are there state and federal laws that would prevent you from barring people from living on your land if you start a city? Could you make up your own laws as long as they didn't conflict with state and federal laws?

Survey question: What would be your paradise? What type of people would you want barred from your city? I am big on no criminals or low income people. And if there was a way to prevent drugs from coming inside the city, I would do that too. And if any committed a felony inside my city, they would be kicked out.
