If the cop has it in for the guy it wouldn't be hard to stop by his work just so he could claim something like this. On the other hand, if dude has a grudge against the cop over the previous arrest, it's not implausible he might do something like this if he saw him come through the store. I wasn't there at any time, so I can't say who's the ass, only that someone definitely is.
If the guy did, in fact, put his hair in the cops food, I'm not sure this is overreacting; I'm told it's impossible to sterilize hair.
