Listen to the intonation and the body language, he's clearly making an awkward attempt at sarcasm. I'm not gonna get all worked up over this. To me, the "Negro dialect" thing was way worse 

I mean, I agree he clearly was pointing out that it's sad that losing 30,000 jobs can be seen as a good thing, but he did mean that, I've seen video of him later that day on the floor defending the remarks because they got criticized. I'm not really ragging on him for this, he chose to make a remark about something I think he's wrong on, but I view as a legit thing to say if wrong, and he chose a really crummy way of putting it. He wasn't being sarcastic. Losing more jobs, just less of them than previously, he views as a good thing, not an entirely wrong POV, but he was using it to defend the stimulus as working.
