however... do you have the same problem if you shut down from safe mode? because if you don't, it is most likely some of your software which is corrupt - perhaps some anti virus thing or graphics drivers or something... You should probably test it, and if it works, start disabling things one at a time in msconfig so it doesn't load on start up... or something.
Or just install a linux system or something. if you get the same problem there, it is a hardware issue. (you could perhaps load a linux system from a dvd?)
