He has always been considered by intelligence as the real brains behind the dogma Al Qaeda espouses while Bin Laden is the figurehead and financier. That isn't to say that Bin Laden is a worthless or unwanted target, just that Zawahiri's capture or death might very well be crippling to Al Qaeda.
