You would certainly never refer to a Priest (Catholic) as a Minister generally. In the main they are only referred to as a minister in relation to giving sacraments.
Sure you could. It's merely a question of semantics. Priest is a job title that is more specific to the Catholic church, but Minister is still an appropriate job description. Priests serve in ministry, ergo they are Ministers.
