This is pretty clear, but it leaves unsaid how democrats plan to rein in out of control costs, which I think is the biggest problem.
Or, well, this bill sets up some pilot programs to test various methods of cost control, but obviously after that there has to be a new bill to implement any that might actually work on a larger scale.
