I installed Steam when they offered the free Portal game a few weeks back, but since life, work and my xbox kept me somewhat busy I neither played yet nor looked deeper into it.
Do I get the games actually on my laptop or just play "through Steam" when I purchase them?
Can I even buy them from here, Germany?

And there's an offline mode to play in as well. Plus you can log in to your account from other computers and play games from there. And yeah, it works in the EU as well.
