I'm not sure. I don't like how much they discourage large empires, now. And that whole -5 happiness when you conquer a city? BLOWS.
Nobody likes to be conquered, after all.
that the -5 is a nationwide effect and not a city-specific one? If the latter, I think it's the same in Civ 4, no? (I've not played Civ 5)
