Holy smokes the opening part of the game is slow. I founded a new city (after my capital) and it said it would take a minimum of 30 turns to build a scout ... the most basic unit (I think), and 70 turns to build the most basic buildings.


You may want to check what gamespeed you're playing at. 30 turns for a scount sounds like "Epic" speed, not "Normal".
