Quality management sims don't seem to get made any more - or else they don't make enough of a splash for me to really notice them.
I've heard good things about Tropico 4, but I haven't had any personal experience with it.
You might also want to look into Patrician 3, Dawn of Discovery, From Dust. Also games I haven't personally played, but have heard good things about.
