Dunno if it's similar, but I suspect it is.
It looks like they took all the witch doctor powers, and divided them up into 6 or so different categories- Primary, Secondary, Defensive, 2 Passives, and a couple others I forget. Each category is unlocked as you level, after which you have one power equipped in it.
Plus, you unlock customization runes for the powers.
So yeah, like Cannoli said, it's tougher to switch powers on the fly. Also, there aren't really any options about investing points when you level up, like in previous games.
What you do have, though, are options about using what you've unlocked. Because of all the different slots you have available at once, and the customization runes, there are a lot of different loadouts you can use.
I'm definitely already sick of "Normal" Difficulty, though. Way too mindless.

Yes, switching powers is more difficult, but I used to play with the most powerful spell constantly as a wizard in Diablo 2, so I've hardly noticed.
The game is easy though. I rarely use a potion, except when I get to a boss.
