To the point where in the course of one game, I definitely saw a bunch of re used art, and heard re used sounds.
I like how they expanded the Avatar creation and added a level up mechanic. The introduction of Ministers and sidequests was interesting.
Still, 90% of the game is identical to Tropico 3. I can't really complain about that, since I loved Tropico 3, but still... a little lazy.
