It's Oscuro's Overhaul mod and several other really major ones combined and made compatible with each other. It worked well, too. There was a bunch of cool stuff in it that you can't get with any other overhaul mod alone, and it all even worked too, which is shocking considering how little I know about modding or even setting mods up.
But alas my video card has some sort of severe screw up that has made it impossible for me to play oblivion for quite a while now. Though I'm planning on upgrading to a new computer soon anyway..... ahem
If not FCOM, then I'd go with OOO as said above.
