If so, that's ridiculous, and yet another console concession that the PC version will suffer from.
I know, it sounds like I've nothing positive to say about MW2 here.
It just annoys me that a game series that was born on the PC has come to this point.

Yeah, it is locally hosted...but it has been in the past...as far as Xbox is concerned

Only if locally hosted, which was lame to do on a PC. To IW's credit, Steam is a decent setup...
