Actions and Action Points

Player have a number of Actions they can perform in the game using Action Points, or AP. There are 4 categories of these, General, Diplomatic, Combat, and Intrigue. Each Action costs a certain amount of AP, sometimes (0), and a player can only spend as many AP in a category as the category allows. AP is granted at the start of every round, and doesn’t carry over to the next round.

Each Player starts with the 20 AP per round, this is actually (DDCCII+4), or double all a player’s attributes plus 4, one for each type of action, the player’s free attribute point is included in this since assigned or not the player does have it, and most will apply it that round. Generally every attribute point you get will add to +2AP to your round pool. A player can spend up to twice their Attribute Score plus one in each category, with no limit on general, or (CC+1), (DD+1), or (II+1). Each action is covered in detail elsewhere, except General Actions which are covered at the bottom, but here is the summary.

Combat - Max (CC+1) AP per round
1 AP – Upgrade Legion – Player selects a legion and the type of Upgrade for it.
0 AP – Recruit Legion – Player specifies how many and what sort of legion they want to recruit
1 AP – Move Hero: Move a hero to a different Location
2 AP – **Move Legion: Move a Legion to a different Location

Diplomatic – Max (DD+1) AP per round
1 AP – Secret Communication: Send a NB to a player anonymously
2 AP – Secret Communication: Send a NB to 2-3 players anonymously
3 AP – Secret Communication: Send a NB to 4 or more players anonymously
2 AP – Bribe Elector: Steal votes from another player’s Elector
2 AP – Court Gossip: Distribute information to everyone anonymously
4 AP – Initiate Embargo
3 AP – Join Embargo
2 AP – Maintain Embargo

Intrigue – Max (II+1) AP per round
2 AP – Monitor Troop Movements: Keep track of where a player is sending their forces
1 AP – Conceal Troop Movements: Move troops covertly
2 AP – Hide Troop Destination: Keep the destination of a movement secret
2 AP – Gather Intel on Location: Gather information about a location you’ve discovered
2 AP – Gather Intel on Elector: Find out where an Elector is located
2 AP – Gather Intel on Player: Investigate a player
2 AP – Assassinate Hero: Kill a hero
4 AP – Assassinate Elector: Kill an Elector

General - Unlimited use
0 AP – Bid: Unless otherwise mentioned this is free, a player can be placed under embargoes
0AP – Liquidate Asset: Unless otherwise mentioned this is free, subject to embargoes
0 AP – Recruit Legion: Used to recruit forces
1 AP – *NB Player: Send a noteboard to another player
2 AP – *NB Players: Send a noteboard to 2 or 3 players
3 AP – *NB Players: Send a noteboard to 4 or more players
1 AP – Transfer: Transfer control of something, or some things, to another player
2 AP – Transfer Funds: Allows direct transfer of Funds to multiple players
*The Moderator always receives a copy of any NB sent to a player

General Action Descriptions
A player can spend as many AP as they have on General, which if they’ve used the max for each of their other categories would only be 1 AP, fundamentally each player only has so much time in the day, so to speak, to coordinate activates and issue orders, running out of total AP means you are simply too busy, and didn’t have the time or forgot.

Bids: Unless one is under an embargo, a player can submit an unlimited number of bids each round for free.

Liquidate Asset: With the exception of Stock, which can always be liquidated for its full value for free, a player can liquidate any asset for its liquid value for 0 AP only if they aren’t under an embargo, in which case each liquidation counts against the limit the same as a bid, see the Assets section for details on this.

Recruit Legion: This is covered in the Combat Section, and cost no AP even if under an embargo.

NB Players: To Noteboard other players, a player simply note board them and the moderator, this is done by including both names in the “To:” box on the Noteboard page. For an extra AP, they can include 1 or 2 additional recipients for the same message, it must be the same message sent to everyone together otherwise the player will be charged for them being separate messages, and for a third AP they can include as many players as they want. This would be used, for instance, if you wanted to sell something to a small group of other players instead of open bid, or ask certain players to join you in an action. A reply NB from a player costs the same as any other message.

Transfers: This allows a player to send anything they can and want to. You can’t send attributes, homeworlds, base votes, AP, or VP. Money, Planets, Assets, Stock, Legions, Heroes, ca be sent, if in doubt ask the Mod. And you can send multiple items, but only to the same player. This is where Transfer Funds comes in, with it you can designate multiple players and send them money, and only money, though the amount to each player may differ. If you want to send 6 players 100 MS each as a thank you, or 100 to each except one who you are giving 200, this is the action you would use. There is one other use for Transfer Funds, and that’s to send money to a Secret Account. This comes up for Blackmail, a player can create a ‘numbered account’ by asking the Mod for one, and a player may use Transfer Funds (but not Transfer) to send money to a numbered account, instead of a player by name. Creating a Numbered Account costs 300 MS, and has a random two digit number.

To use an Action, one generally sends a NB to the Mod with the action name in the title, this is not necessary for noteboards to other players, but Bids, Bids, Transfer or Transfer Funds should be in the title of a NB to the Mod, if intent is clear the action will typically work but that is not guaranteed and the mod may send a warning to a player who has sent to many sloppy actions. Generally each action has a preferred format or acronym that can be used, such a MTM: Bob for monitoring troops movements for player Bob, these are typically listed with the action.
