The Landsdraad is offering all Chancellor Nominees a 2000 MS contribution, 'matching funds', everyone gets it or none do. I'm sort of assuming everyone would vote for this but as soon as a majority (4 currently) votes yes, everyone gets 2000 MS, of course you need an AG for that.

To clarify this point, its kind of like the state funding a lot of elections have, where they agree to match up to a certain amount of funds, the nominees are deciding as a group if they'll accept this funding, if the majority agree every player (including new ones) starts with 2000 MS, having agreed to take the funding, but to cast this vote players need to have an Adjutant General, so you select an AG, using a parallel system to the Sheriff title from previous games, who can then conduct player votes, I have introduced a specific one but all the normal player votes become accessible once you have an AG. This is all separate from the Crisis Vote, which is a secret vote conducted by NB and conducted strictly through the chancellor (NB Mod - Vote: Aye/Nay/Abstain) whereas player votes are all open and each player just has 1 vote, all administered by the AG.
