I believe he said some, if not all, of the characters had a random dice roll as to what they could be. For instance, if someone is Harry (a master wizard, and the protagonist), he could be a Tracker (he's really good at tracking spells), he could be a vigilante (he's great at killing stuff), he could be scum (there are several scenarios justifying him becoming Evil).

I could probably think of similar justifications for most characters. I will say that some characters are more likely to be evil than good, or good than evil- Gentleman John Marcone, for example, is a cold-blooded gangster. But he also protects children, avoids civilian bystanders, and is generally on the side of humanity in any supernatural brawl. Even odds if he'd be scum or not.
