It would seem to indicate the victim was interested in joining the league.

It could have been left there as a warning to others. Just like the dwarf who was killed had a Hippo branded on him... it doesn't mean he was a part of the Hippo League.

I think the dwarf that was killed in the opening post had to have been killed by the Hippo League... he's from the Ram Top Mountains, which are not near or part of Ankh-Morpork. So, he was a foreigner. That really screams to me that the Hippo League is to blame. Then again, it's Isaac so who knows
