It has some really good episodes but also some trully dire ones. It's worth watching but don't expect it to set your world alight. At times it seems to indulge in nakedness and sex scenes because it can rather than because they make sense.
I think that is because it was made by the same people who made Doctor Who, where they are not allowed to show sex and blood to any great extent. All that pent up energy went into Torchwood. It is especially dire in the first season.
The third season Children of Earth (only five episodes long and broadcast one day after the other) is very good and if they can keep up that standard in the new season I'd be very happy.

Torchwood, more than Doctor Who, suffers from bad actors. Ianto and Tosh excepted.
I'd start with Doctor Who, it's much better.
