I've been trying to find it for years. I remember watching it as a kid, and it *might* have been one of The Wonderful World of Disney movies that played every Sunday.
Anyway, here's what I remember. There was a big pound for dogs, with high security. There was a group of kids trying to break into the pound. They had an elaborate plan to break in, they even had a model of the building set up on a table while they were planning.
There's a scene where they're in a funhouse/carnival type thing and the floor spins around in a circle.
