He did kidnap the Enterprise, once. And every so often he'd beat up Captain Kirk. And of course, both Captain and First Officer broke any rules Starfleet might have had against their fraternisation.
But still. Riker's a tool, Number One only showed up for one episode, Chakotay's a rebel/traitor, and Kira Nerys - okay, nothing against Kira Nerys. Whatsherboobs wasn't so much a First Officer as a Friendly Overlord/Vulcan/Spy/Person With Weird Brain Disease. (She's not on the list, either.) Trip's not a First Officer, he's the resident bigot with a hardon for the object of his bigotry.
