This is how the war started.
Tyrion is arrested by Catelyn
Tywin (Tyrion, Jaimie, and Cersei dad) raises two armies at Casterly Rock (the main castle of the Lannisters.) One army will be led via Tywin the other by Jaime (he flees King's Landing after hurting Ned for he is afraid the King will cut off his hand.) During this time Tywin unleashes Gregor Clegaine on the riverlands, pretending he is a roving bandit pillaging/and raping the riverlands, but everyone knows better since their is only one person tall enough to be the mountain.
Now Tywin unleashes Gregor Clegaine on purpose hoping to draw the honorable Ned into battle (so Gregor Clegaine can capture Ned so there can be a hostage exchange for Tyrion), he hoped that the honorable Ned would answer the call for Ned would see this as a personal slight, it is his fault that the common people are dying, it is his fault that his sister's people are being massacred due to his sister kidnapping Tyrion. This plan would have succeeded if Ned wasn't injured via Jaime's guard (see episode 05 of the series.) Instead Jaime sends some of the winners of the tourney as well as his own men to seek out Gregor Clegaine.
The Tulley's (Catelyn's) people are being raped and massacred via Gregor Clegaine thus Catelyn's brother (Edmure) raise their own armies. Edmure is the son of Lord Holster (Catelyn's father), Lord Holster is still liege lord but too sick to leave his city. Thus we have a powder keg situation, the Lannisters are having two armies raised, and the Tulley's are also calling their own bannerman, since there people are being killed in the fields via Lannister "bandits."
All this happens before while King Robert is still on the throne and Ned is still the King's Hand.
Robb doesn't call his own armies until his father Ned is arrested.
