There are reasons they cut people off with music and cue them to wrap up: Emotion making people incoherent, thanking too many people the viewers have never heard of, pausing too long while trying to think of someone to thank, political speeches.

Given the context of the ceremony and the actual accomplishment awarded, many in the movie industry who win Oscars go overboard in their acceptance speeches or forget the majority of the audience.

That is why Christopher Plummer wins the award for Outstanding Achievement in Award Acceptance. His speech had a little bit of actual funny humor. He was coherent and concise. He thanked only the most relevant people. His thankfulness was appropriate to the accomplishement.
