.....I guess it was a thought, not a final plan.
They did think about going for 11-12 episodes this season, but ultimately fell back on 10. They have two seasons to cover STORMS and the thinking may have been that whilst STORMS is huge, 20 episodes is too long to cover it, so they could drop some things from ACoK back and bring some things from AFFC/ADWD forwards into those two seasons and keep the overall pace of things even.
However, they did successfully lobby HBO for a 15% budget increase, resulting in about $9 million extra to spend, equal to one-and-a-half episodes. They poured this into making the Battle of the Blackwater look as awesome as possible (and also the direwolves and dragons).
