It makes political statements, without the least modicum of finesse or elegance. It implies that poverty is noble and wealth is evil, that poor people are uniformly honest and good and rich people are uniformly decadent. Economic exploitation is institutionalized and maintained by armed force. The only thing missing is the union organizer or a sign saying "District 12 is the 99%".
Not at all. The poor people aren't uniformly honest. There is a thriving black market in District 12, in which illegal poachers like Katniss and Gale are actively involved.
We don't get to know many of the Capital people intimately, but Cinna is a good example of a wealthy person who is not "uniformly decadent".
I unfortunately haven't seen the movie yet, but it sounds like some of the book has been left by the wayside. That's unfortunate.
(BTW, yes I've read Battle Royale... again, didn't see the movie. I think BR is excellent, but for an older audience. They are similar, of course, but written for different age groups and cultures.)
