Hawkeye plays the same role on Avengers that Batman does on the Justice League, yes he is a normal human (well not normal for his ability is practically never missing). Furthermore Hawkeye has a variety of different arrows similar to Batman's utility belt. Lastly his place on the team is not just fire power but all his tactical mind which allows him to understand the battlefield well and voice advice to his fellow avengers.
Well, I'm not the only one saying Hawkeye is a stupid thing on the Avengers
