b) because he thought the series was going to get cancelled, and wanted some sort of dramatic ending to everything he'd been working on.

It was kind of this, but it's also all in-continuity, a glimpse and a teaser of where the show will end up eventually (within the next few years). They wrote it so it could serve both purposes simultaneously. :)
