As for how often it should happen I would go for monthly. I know I wouldn't have enough time to guarantee watching a chosen film every week and while I would be able to watch a chosen film a fortnight, I think a film club every month is easier to remember than a film club every second week.
The big challenge is going to be how we select films. I don't think we should just have a fully open nomination and vote each time. Perhaps we could rotate the genre each time (Club 1: Horror, Club 2: Sci-Fi, etc) or perhaps choose from different decades each time (Club 1: 1920s, Club 2: 1930s, etc.). Alternatively we could just randomly chose one contributor to each film club to pick the film for the next one.
Anyway those are just my thoughts, I'm interested to see what other people suggest.
