In itself, no, based on the fact the handgun used in KOD wasn't. It's the OP used to power the ter'angreal that is sensed. By whom? It depends if the operator is a man or woman.

Either for some, both for others. The Bowl of Winds is an example of ter'angreal that can be used by men and women, at least it drew saidin on its own.

Possibly. In theory it might be possible to make a "matrix" for saidin in an object even though you're a woman, and vice versa, but we really don't know enough about the making of ter'angreal and AOL technology to answer that.

It could be that, or maybe she just wasn't skilled enough yet, or didn't have the right raw materials. She didn't understand much of the theory behind what she was doing, she was merely duplicating the object as best she could.

It's pretty much a matter of interpretation of what "channelling" means exactly. If you mean drawing directly from the true source, then I'd say they channel their own half of the source, but they can weave both halves because the other gender person is channeling it for them. Concretely, Rand wasn't drawing directly saidar in the Cleansing, he had access to it strictly through Nynaeve's open connection to saidar. But Rand had access to what Nynaeve channelled and could weave it (with difficulty, he had zero experience with saidar).

But the answer is sort of obvious: what would be the point of mixed gender circles if the circle leader couldn't use both saidin and saidar?
