You don't need to be as strong as someone to keep them shielded.

A much weaker person can hold a stronger person shielded once they are cut off from the source.

But in any event, I believe that if the average sister is at 20, then Egwene is at 50, and Semirhage/Nynaeve is at about 70.

That's roughly speaking.
