Taking this from 2 things, first the kill-on-sight order, and second RJ's statement that the good guys were way, way behind in the already-active last battle, I come up with this answer:
"Mordeth" - Fain is the wild card that the DO did not have figgered into his master plan. I'm thinking that almost everything our heroes have accomplished to date will be "but a drop of water in the raging storm" of the last battle as far as the shadow is concerned.
I don't recall anything in TGS that would alter this one way or another.
