In addition to your suggestions, I would abolish the Oaths and the use of the Oath Rod, make the Tower culture more of an educational/social works system working towards the greater good similar to the United Federation of Planets or Star Fleet versus a politically motivated institution, and spread the idea of Aes Sedai as advisors and possible allies against fate versus infallible priestesses.
