In addition to your suggestions, I would abolish the Oaths and the use of the Oath Rod, make the Tower culture more of an educational/social works system working towards the greater good similar to the United Federation of Planets or Star Fleet versus a politically motivated institution, and spread the idea of Aes Sedai as advisors and possible allies against fate versus infallible priestesses.
And it encourages all women who can Channel to learn to the fullest how to use those abilities for herself and her own community as well. That's why I'd want the early stages of Novice training to be close to home. Let the girls see that they don't have to give up everything in their lives to become AS!
