Do the nations really establish embassies in each others capitols? I don't think we have ever seen a permanent embassy (as opposed to mission-specific ones like the tower embassy to Rand). It seems to me that the concept of permanent embassies doesn't exist in Randland at all. And thus it's very unlikely that any character will think of it.
