I think Therava was just a bully and Sommeryn was perhaps the weakest WO we've met. Here are two women who easily could have taken control of the Shaido from Sevannah, but instead of doing anything they just sat around and complained!

Her threat to bust them for killing Desaine would be useless if she just disappeared one day.
