That palace wasn't to be built overnight, whatever Elaida wanted. It would have taken many years. They had an area cleared up and had built a scale model of the palace.
There's certainly not the materials for the whole palace on the Tower grounds right now (they wouldn't needed for years still), maybe those for the foundations.
I think most likely what's already there will be used to repair the Tower itself.
