Demandred has probably several groups/nations under his control (but Graendal didn't figure it out):

Murandy, most of the Dragonsworn bands and possibly Tarabon. This could make Demandred one of the most successful Forsaken to create chaos. He even stated in this quote from WH that he is "working together" with Semirhage & Mesaana to defeat opponents. We know that there was apparently contact between Masema and Suroth. Similarly, I think it's possible that the new installed King of Tarabon worked with the Seanchan, because of Demandred's orders (though if he is under Demandred's control, he might now turn against the Seanchan, after Semirhage is gone).

I'd just be surprised if Demandred had his fingers as far out as Seanchan controlled Tarabon. IMO that's putting him into Semirhage's sphere of influence. And we know he wasn't there prior to that since Moghedien wasn't afraid of going to Tanchico.

I do think he could have easily been behind the Dragonsworn, throughout that region. But I'd be surprised if any of the FS did more than just get that ball rolling, sort of like what Sammael did with the Shaido.

I could also see crediting Graendal for the Dragonsworn along the entire west coast of the continent though. She seems to have influenced events from Arad Domon south into at least Almoth Plain by using Ituralde. Her manipulations could have ignited even Tarabon and Moghedien was having meetings with her at about the right time too.

As I stated before I'm in the Demandred is Reodran (or someone close to him) camp. Given the other FS track record I'm not holding my breath that he's going to be any more impressive than the others have been thus far.
