I think Tam's comment "[Morgase] is alive, no thanks to the Whitecloaks" is just referring to what happened to her in CoS. I find it unlikely that it's referring to anything new that happens in ToM
Yes, it's pretty obvious Tam has learned what has happened to Morgase after she fled Andor.
The only slim possibility this refers to something happening in TOM is if Morgase's group was too far ahead of Perrin's, and they come accross a group of WC scouts on the Jehannah road. That is most unlikely, notably because Brandon seems to have inadvertantly changed that plot point (which suggests it was unimportant and Jordan had no plan to use it): in KOD, Perrin sent the non-combattants ahead before the battle, and then he sent the refugees ahead too. If Perrin didn't catch up, Gill was supposed to head for the road, then send Alliandre's servants on their way back to Jehannah while Perrin's household turned east and went through the passes into Murandy. Brandon seems to have changed that. He rather had Perrin learn the Shaido had changed direction, so he took his time looting Malden and organizing the refugees. It's quite unknown if the non-combattants like the servants are in truth still ahead about a day or so or Brandon overlooked this and has them with Perrin.
Anyway... the WC aren't much of a threat as a group. The existence of Perrin's group is known in Ebou Dar and Tylee knew his plans to go north to the road. Unless Tuon sends orders to stop him, chances are Perrin is in a much better position to cross to Murandy than Galad. Galad's way east and north is blocked. There are full of Seanchan armies in the area (those guarding the border with Murandy). His position right before Malden is known, and Galgan has resumed the hunt for him that Suroth had cancelled.
Of course, we know something will happen to make Perrin go west and re-enter Ghealdan, a few leagues away from the border, in woods near the big statue, but it looks like the WC may have joined Perrin to hide/disappear in the midst of his huge gathering.
The WC as such are no threat, but individual WC may well be (not to Morgase, however). How much control Galad truly has over the Perrin-haters like Bornhald and Byar? That's likely to be put to the test (Byar in particular makes a perfect pawn for a Forsaken to use like Masema, twisting his dreams to push him to try to kill Perrin. It wouldn't even take much pushing...). A lot of WC sure won't like one bit being with Perrin the slayer of WC and wolf-lover. If any threat surfaces, it will be the schemes of individuals, or a small group. I sure expect no move from Galad once the situation is cleared. Galad probably wouldn't even agree to Morgase little scheme to keep an eye on Perrin by pretending to be his servant to fool him. If she tries to keep this little game going after Malden and she tells Galad, he may be the one who forces her to put an end to it. He'd find that dishonourable to do this to a man who saved her, twice.
Far from being a threat, I expect Galad to come to like Perrin, who also strives to do the right/honourable thing. It's Perrin who runs the chance of being the aggressive one toward the WC at first, especially when he sees Bornhald and Byar with the group.
