I think it would be Perrin. Not only is he the only Taveren not featured on a cover yet (a tiny subimage in LoC hardly counts) but CoT marks a real turning point for him, where he figures out the "blacksmith puzzle" of how to defeat the Shaido. He also throws away the axe - which would be my choice for a cover image.
His victory in KoD is the result of the setup in CoT.

Egwene is the other candidate, but I don't think her story is as compelling in that book.
