Why should there be? The Creator doesn't seem to be an ultimate Good Guy

At least if Moridin's analogy that the Creator is like a Gardener that makes many new worlds and moves on is believable.
And the term "Creator" may bolster that. It sounds rather neutral to me.
The ordinary people do believe that the Creator is like the Christian God. Praying to him and so on. But then again, there isn't much of a religion in Randland.
I like the idea of the OP versus TP just fine. OP is a neutral force that runs the universe and TP is the Power of a powerful evil creature we call the Dark One. The Creator is above both of them and nowhere near as strongly affiliated with the Light as the Dark One is with the Shadow. Perhaps the Creator has his own Rainbow Power but we won't see it and it resides with him and is not reachable by humans.

True Power, One Power, and possibly a third power?

FWIW, don't forget the third power that we do know about: Fain's. *NM*

The 2 sides are not balanced equally, they are anathema to each other.

It isn't. The Creator bought the True Source (the OP) into being to drive the Wheel of Time.
