I once read on Wotmania that the Creator is like the clockmaker who makes an elaborate clock and sits back to watch with no further interference. This is in line with Deism. The Creator made the True Source to drive the wheel and both those in the light and those in the dark are able to weild it. With this Deism view it can be reasoned that there is no "pure creator, third power" as there is with the True Power and the DO.
I believe we heard the Creator's voice at the end of EotW but we later hear from Moraine that the Creator does not inferfere in matters. What we heard at the end of EotW may now be a continuity error which is completely reasonable seeing as how at the time, RJ planned for WoT to be a trilogy.
The Creator has created a wheel that does as it wishes with not outside interference from the Creator. It can even be argued (again in line with Deism) that the wheel has a preset course and nothing can truly change it (unless the wheel is broken).
