The Creator has given the OP to mankind as a gift. Only a corrupted soul can access the TP, so while it may seem like they have the advantage, they've fallen very far to gain it.
But it doesnt make sense to me that the DO can grant or deny access to his essense (the TP) yet, if the OP is the Creator's gift, a corrupted soul (even so far as one that uses the TP) still has access to the Creator's gift. Why should the DO be able to grant and deny access, but the Creator cannot? IMO it indicates that the OP is not the Creator's essence gifted to a person because there would be an imbalance between the two sides.
The dark one grants or denies the power as he wishes. The dark one can also directly influence the world, speak to his followers, and give them new bodies.
The creator can or won't exert this kind of influence on the world. He cannot deny his power to any one any more than he could have fixed the weather the DO broke, or have a conversation with Rand, or put Moiraine in a new body and send her back to Rand's side.
I think the fact that less than 2% of the population can channel the OP at all is enough restriction.
