Since we have only seen SH with Forsaken or DF's then the only thing we can conclude is that He can disrupt the access to the OP. Period. We have no information regarding his ability with "lightsiders" since we've never seen him with a "good guy".

A: Shaidar Haran needs a minion to do most of his work for him. Elza was essential to Shaidar Haran in getting things done.
This lead to lots of discussion about swearing to the Shadow – basically, it’s a very bad idea and you forfeit some very basic protections when you do. Shaidar Haran has special power over those that swear to the Dark One, and the Forsaken in particular. I asked about Alviarin’s special mark, and he said Shaidar Haran has similar power over her. The implication is that there are lots of ramifications for swearing to the Dark One. Brandon mentioned that this makes Verin all the more remarkable.
Seems likely then, that SH can only disrupt the OP connections of those who have sworn to the DO and lost this protection that Sanderson speaks off. This actually explains a lot of things, if SH could cut off anyone, why has he not gone on a rampage at WT for example and killed everyone who was not BA. I also have a suspcision that SH can also cut off Rand now that Rand used TP. This may infact be the consequence of TP usage that Sanderson says is still in the future. We shall see.
