im sure elayne will feel like she "should" react militarily simply for the sake of a national vulnerability but she's known from the first that him marrying faile makes him a king. when she finds out about him taking the oath of queen alliandre this should even increase that feeling.
on the other hand perrin may very well be willing make an oath to her whether the two rivers had to fend for themselves or not simply to solve a situation and relieve himself of some of the responsibility
but he's had alot of time to show morgase whats he's about. and showing up with someone's long lost, live and kicking, supposedly dead parent is always a good way to start a conversation
also there's him giving the seanchen his oath and the manetheren flag. he meant it im sure but that may not be the kind of promise he can keep. he's been trying to put a stop to it the whole time and hasn't succeeded yet
