I thought just in the flow of the text that it was quite clear that Cadsuane knew clearly what balefire is and thus by implication given her backstory of being the oldest and wisest of the Aes Sedai alive that she knows how to do it. I base that off of how the text and story read but you are right (as far as I can remember) that she never outright admits that she knows the weave.
Knowing what Balefire is does not equal knowing how to weave it. I think any Aes Sedai who sees a liquid bar of fire vaporizing sutff in its way will know that Balefire is being used. They do know quite a lot about it, after all.
And her back story only made me more convinced that she wouldn't know the weave. Moiraine doesn't seem to have any problems braking all the rules of the Tower. But, for all of Cadsuane's iconoclast image, she seems to have very traditional views about some things. She's the last person I'd expect who knows how to use Balefire.
Nothing to say they need to know how to produce the weave in order to recognize what it is.
