But Moiraine more likely to use balefire.

But Cadsuane has her paralis-net earings, so she'd win.


Moiraine is likely constrained by the Oaths. No way will she use Balefire on Cadsuane when not directly threatened. And if they were face to face, Cadsuane would shield her rather than attack, because she's Oath bound too.
