Going by ultimate potential (and achieving it):
1) Alivia
2) Sharina
3) Talaan
4) Nynaeve
5) Egwene

I don't really think Egwene is number 5. Though its just a hunch I believe someone else would be at the 5 spot. Egwene might even be number 7.
There is probably more Sea Folk girls too that have more potentially than even Alivia that we don't even know about. Also not all of the Wise ones are out of the Waste. Some of them of even an apprentice might be stronger.
